전남 여수 돌산 소미산 산림 훼손과 같은 난개발을 막기 위해 시의회 차원의 '난개발조사위원회'가 꾸려질 전망이다.

 

여수시의회 나현수 해양도시건설위원장은 262020년도행정사무감사 종합강평에서 상임위원회 차원의 난개발조사위원회를 꾸려 난개발을 집중 조사할 계획이라고 밝혔다.

 

나 위원장은 "시정부가 인허가 후 허가사항이 제대로 이행되고 있는지,한 번이라도 점검을 했다면 하는 아쉬움이 크다"며 "향후 해양관광도시 여수 이미지를 훼손하는 일이 없도록 난개발 방지 종합대책을 강구해 주시기 바란다"강평을 했다.

 

시의회 해양도시건설위는 전국적으로 이슈가 된 소미산 불법훼손과 관련해 행정사무감사 첫날인 18일 현장을 점검하고 25일까지 관련부서 감사를 집중적으로실시했다.

 

이를 통해 소미산 불법훼손 관련 인허가 적정성의 재검토와 훼손된 산림 복구계획의 재검토 등의 대안을 도출했다.

 

인허가와 관련해서는 산림경영계획 인가와 산지일시사용 신고 등에 절차상 자가 없는지, 인가 이후 위반사항은 없는지 등을 면밀히 검토해 강력한 행정제제 방안을 마련하라고 촉구했다.

 

소미산 복구계획에 대해서는 훼손 정도에 비해 수목 선정이 적절치 않고, 복구비용도 턱없이 부족하다며 제3자인 전문기관이나 여수시가 직접 복구를 추진하라고 밝혔다.

 

특히 위원회는 2의 소미산등 무분별한 난개발을 막기 위한 중장기적인 대책도 제시했다.

 

우선 시의회는 위원회 차원의 난개발조사위원회를 구성해 개발행위 실태를 파악하고 난개발을 집중 조사해나가기로 했다.

 

이와 함께 시정부에는 동일 사태 방지를 위해 강력한 행정제재 방안을 마련할 것,미착공 허가에 대해 타당성을 재검토 할 것, 공사가 진행 중인 경우 불법행위가없도록 일제점검과 안내를 병행할 것 등을 촉구했다.

 

위원회는 향후 동일사태 재발을 위해서는 상시 감시시스템 구축도 필요하다고보고 업무 담당자 충원을 당부하기도 했다.

 

위원회에 따르면 최근 여수시의 개발행위 허가건수는 20171552, 20181543, 20191549건으로 지속 증가하고 있으나 담당인원은 6명에 불과한 실정이다.

 

위원회는 이에 대해 담당인원을 충원하고 민관합동 불법행위 감시 모니터링단을구성해 운영하자고 제안했다.

 

또한 도시계획 전문행정가를 배치해 중장기적인 관광수요와 공급을 분석하고, 인허가 과정에서 정확한 심사와 관리감독이 이뤄질 수 있도록 시스템을 구축하자고 촉구했다.

 

위원회는 소미산과 함께 논란이 된 예술랜드 갯바위 훼손에 대해서도 철저한 원상복구와 자연환경 훼손 방지대책 수립을 주문했다.
